On 10/5/2012, Tepco released more video records after 311. (5:48:37)
The video recorded the conversation (3/13/2011) among Fukushima plant and Tepco’s headquarters before the explosion of reactor3.
It’s showing they didn’t even have cash to buy car batteries to move the valve. When they finally got the cash, all the shops were already closed. Tepco was looking for the batteries at a do-it-yourself store.
The video was broadcast on Hodo station of TV asahi. The narration was added by them below.

The next day, 3/14/2011, at 11:01 reactor3 had an explosion, which might have been a nuclear explosion.

Cette vidéo a enregistré la conversation (13 mars 2011) entre l’usine de Fukushima et le siège de Tepco avant l’explosion du réacteur 3.
Elle montre qu’ils n’avaient même pas les liquidités pour acheter des batteries de voitures pour bouger la valve. Quand ils les ont enfin eues, tous les magasins étaient fermés. Tepco cherchait des batteries dans les magasins de bricolage.

Le jour suivant, le 14 mars 2011, à 11:01 le réacteur 3 a explosé, ce qui aurait pu être une explosion nucléaire.

That calm, steadiness works great for avoiding panic but has utterly failed the Japanese people
in dealign with a crisis.
So , lack of cash and no open store
stopped the effort to prevent a nuke power plant explosion
Just had a major earthquake, no one thought to break another window
Does the rule of law even apply in such an emergency
It would have been a whole lot cheaper to pay for damage
to any store broken into,
And,one phone call could have gotton the authority to
TAKE anything you may need,
Its all contaminated anyway
so technically you already owned it
.
Tepco wont but soon the people through higher elec bills and taxes
will pay for the entire town incuding the batteries still in the store
or,
Like foods from the area batteries already sold in some other town?
And yet these same people remain in charge
Surreal…
There were no company cars or trucks parked or laying around at all?…..none? They couldn’t have borrowed a few batteries from vehicles driven in by staff?
They did take batteries from staff cars, they needed more.
they needed hundreds of batteries and frankly dozens of generators and they really needed a couple of Megawatt scale emergency gas operated turbo generators choppered in.
That they didn’t ask for US Military support is a cultural issue
