Members of Japanese communism party measured 23,300 Bq/Kg of cesium from the soil of Mizumoto park in Katsushika ku Tokyo.
The measurement was done at 4 points in February.
They measured 7,770 ~ 23,300 Bq/Kg from soil and 1,180 ~ 8,290 Bq/Kg from dead leaves.
Tokyo local government decided not to even decontaminate the place because the radiation level was lower than 1 microSv/h at 1m height above the ground.
There is a water purifying plant “Kanemachi josuijo” 4km away from the park.

共産党東京都議会議員団は21日、都立水元公園（葛飾区）の野鳥観察舎入り口などの土壌から、最高で2万3300ベクレルの放射性セシウムを検出したと発表した。がれき焼却灰についての国の埋め立て基準は、放射性セシウムが1キロ当たり8000ベクレル以下とされている。
同都議団は2月、野鳥観察舎入り口やドッグラン南東側など4地点で、土壌や落ち葉の放射性セシウムを測定。土壌は1キロ当たり7770～2万3300ベクレル、落ち葉は同1180～8290ベクレルを検出したという。
同都議団は土壌や落ち葉の放射性セシウム測定と除染を都に要請。これに対し都は「昨年11月にこの公園で空間放射線量を測定したが、文部科学省のガイドラインで除染を求める数値（地上1メートルで毎時1マイクロシーベルト以上）は超えておらず、対応する考えはない」（環境局）としている。
