    Have they been increasing waterflow since 2/9 to keep the bottom 2 sensors underwater or to keep all sensors cooler, which implies they have been getting warmer. I wonder what is the maximum pumping rate.

    Here is a TEPCO video of the Water Injection System as of September. You can see the meters for #3 at 7:22 and they go up to 20(can’t make out the units). They also say that pump 2 is also used to feed 1-3.
