Japanese government is preparing for the rapid increase of sickness from radiation

Japanese prime minister, Noda stated he is going to plan to make medical care in Fukushima free to have for children under 18.
This has been requested by Fukushima local government.
It contradicts their view over the Fukushima accident that radiation is not harmful for human health.
It sounds as if potential radiation sickness was possibility.

For the free medical care service, Japanese government is planning to make an interim storage facility in Futaba gun to start by 2015.

It is not announced what kind of medical care is prepared to be served free.

Actually, nothing has progressed in the plant since 2011. We still don't even know what is going on inside. They must keep cooling the crippled reactors by water, but additionally groundwater keeps flowing into the reactor buildings from the broken parts. This is why highly contaminated water is always produced more than it can circulate. Tepco is planning to officially discharge this water to the Pacific but Tritium is still remaining in it. They dilute this with seawater so that it is legally safe, but scientifically the same amount of radioactive tritium is contained. They say it is safe to discharge, but none of them have drunk it.
