    Garbage burning?

This place stinks whenever the wind is blowing in the wrong direction. Lots of smelly industry just down the coast from there.

That reading is nothing out of the ordinary. I take radiation readings every week around Kyoto and it is usually higher than that(kyotoradiation blogspot). I measure at 5cm and one meter, the range that children habituate. You may find that official radiation readings are taken at the top of high buildings, where levels are totally different so there is no comparison. You also have to factor out external influences like sun flares, building materials(I get high readings from marble sometimes), previous atmospheric tests and accidents at Fukui etc. Then take into account if it has recently rained or snowed as this will give higher readings due to fresh deposits from Fukushima Daiichi.
I feel this reading is “normal” and possible to survive in. I assume this reading is gamma radionuclides. The real danger is from Osaka’s decision to burn radioactive waste from Tohoku. The incinerator is very close to USJ, where many, if not all Osaka children visit at some time.
In that ash, and also the air, will almost definitely be Plutonium, Strontium and others. I would bet my bottom dollar that alpha and beta radiation is not measured in this massive human rights violation. After they start burning, wear a mask in that area please.
