On 11/30/2012, Edano, Minister of Economy, Trade and Industry stated power rates have been insanely cheap, related to The Kansai Electric Power Company, Incorporated and Kyushu Electric Power Company, Incorporated applying to raise the power rates.
It is because the current power rates don’t include the cost of compensation for nuclear accident and for decommissioning reactors.
Edano commented, new power rates need to be phased in to avoid the radical increase of power rates.

Le 30 novembre 2012, M. Edano, ministre de l’Économie, du Commerce et de l’Industrie affirme que les tarifs de l’électricité ont été ridiculement bas, en appui à Kansai Electric Power Company et Kyushu Electric Power Company qui demandent à relever leurs tarifs d’électricité.

It was wrong from the beginning if you include full costing. But it is much cheaper if there was never nuclear.
So now it seems that nuclear energy is not as “affordable” (=cheap) as they used to say. Aha!
So now they discover the famous “hidden costs”?! Aha!
I, in the name of Humankind, demand the fortune of all the people who made money out of nuclear energy in the last many decades (inheritances included) to be expropriated for the use of paying compensations and dismantling the nuclear nightmare.
There needs to be real help for the people and children who are sick now and in the next few years, especially in the heavily contaminated zones.
Please ask your politicians to prioritise health care and relocation away from the danger zones.
