Among Japanese people who have been worried about radiation, the biggest concern is conscription at the time.
This may sound difficult to understand for non-Japanese nationality holders, but this is the most important issue for Japanese people.

Since 311, Japanese government has been trying to spread radioactive material by various ways, raising the safety limit of food, spreading debris to incinerate, spreading the propaganda of “Support by eating”.
In order to protect themselves and their own children, citizens analyzed food or protested against municipal government. Some of them evacuated out of Japan. Fukushima Diary has been supporting all of those actions.
However, conscription will ruin all of these efforts.
Conscription is the potential system to make Japanese citizen go to Fukushima mandatorily.
Whatever the task is, it will significantly damage our health no matter how much we have been taking care about food, water, place to live, etc..
Moreover, it will affect people who evacuated out of Japan.
Legally, the Ministry of Foreign Affairs can order a passport holder to return it to Japanese embassy. Therefore, even if you have a visa, such as working visa, long stay visa, the right of permanent residence, the authority can take away your right to stay out of Japan.
In short, conscription can make all of us forcibly exposed.

Among Japanese people who are concerned about radiation, there is almost no one who doesn’t anticipate their starting conscription. However, none of the foreign media has covered it.
Fukushima Diary has been covering the plant situation, contamination of soil, ocean, food, protest etc.. Now conscription is becoming the biggest risk for people because it may even shut down the way of people evacuating. Pour se protéger eux-mêmes et leurs enfants, les gens analysent leur nourriture et manifestent contre les autorités municipales. Certains ont fui le Japon. Le Fukushima Diary a soutenu tous ces types d’actions.
La conscription va ruiner tous ces efforts.
La conscription est le probable système qui va forcer les japonais à aller à Fukushima.
Quelle que soit la tâche, ça affectera significativement votre santé quelles qu’aient été les précautions prises antérieurement sur la nourriture, l’eau, le lieu de vie, etc..
En plus, ça va affecter les gens ayant évacué hors du Japon.

Donc, même si vous avez un visa, genre visa de travail, visa prolongé, droit de résidence permanente, l’autorité peut vous retirer tous vos droits d’être en dehors du Japon.
En bref, la conscription peut nous exposer tous par la force.

Parmi les gens inquiets de la radioactivité, pratiquement aucun n’anticipe pas l’arrivée des conscriptions. Toutefois, aucun des médias étrangers n’en parle.
Le Fukushima Diary a couvert la situation de la centrale, la contamination du sol, de l’océan, de la nourriture, des manifestations, etc. A présent, la conscription devient la menace la plus sérieuse pour les gens parce qu’elle peut leur fermer même toute possibilité d’évacuation. C’est pourquoi le Fukushima Diary rapporte la situation politique, y compris les querelles avec les pays voisins qui peuvent servir d’excuse au gouvernement pour amender la constitution.

My 2 cents for what it’s worth.
Japan has 3 options with respect to Fukushima:
1) “Business as Usual” a.k.a. “Die in Place”
2. National Evacuation
3. Soviet-style National Effort to Contain Radiation
It would appear that the Japanese Government has chosen Option (1) for its citizens and has adopted policies to expedite the national suicide.
Option 2 would be best for the Japanese population. Pick up and leave, just like GM did to Flint, Mi. Unfortunately, the infrastructure, real estate, and other investments held by a select few would go down the tubes, so this one isn’t going to happen.
Option 3 would have been the best response if it had been immediately adopted. With a full-blown national effort, it mighthave worked. I think the Genie is out of the bottle now.

It appears to me that while a national conscription would be packaged as a Option 3, “Save the Nation” effort, it would in fact be an Option 1 “Die in Place” strategy on steroids. It makes perfect sense. If you can’t bring the radiation to the people, bring the people to the radiation. Works faster that way.
I doubt the Japanese gov’t will be able to recall you, unless you willingly give yourself up in a far off country. Do not give in if they attempt to do this!
