From october of 2010 to october 2011, Japanese population decreased by 259,000 people (↓ 0.2%), which is the largest decrease since 1950.

2010年10月から2011年10月までの間に日本の総人口は259,000人減少し、比較が可能な1950年以降最大の減少幅となりました。

The population of men decreased by 144,000, the one of women decreased by 115,000. This is the first time when the population of women decreased since 1950.

この内、男性の減少分は144,000人、女性は115,000人で、女性の人口の減少は1950年以降初めてです。

The population of foreigners decreased by 51,000, which means the gross Japanese population decreased by 202,000, which is the largest decrease since 1950 as well.

外国人人口の減少は51,000人で、日本人の人口は202,000人減少したことになります。これも1950年以降最大の減少幅です。

40 prefectures decreased their population. The largest decrease was in Fukushima (↓ 1.93%), and the second largest decrease was in Iwate (↓ 1.21%), the third largest decrease was in Akita (↓ 1.03%) though the worst disaster area was in Miyagi.

40道府県で人口が減少しており、東日本大震災の主な被災地は宮城県だったにもかかわらず、最大の減少幅は福島県の-1.93%、次は岩手県の-1.21%、次は秋田県の-1.03%でした。

If it was because of evacuation, the gross population won’t decrease. It is rational to think the decrease was because of death or international evacuation.

避難による人口移転なら日本の総人口は減らないので、今回の減少は死亡、または海外避難によるものと思われます。
