On 9/17/2013, Tepco released the photo of the outflowed sandbags on 9/15/2013. From the picture, it looks more like the temporary dam of the sandbags was collapsed due to the volume of water.

By the collapse of dam, the retained water was released to the Pacific through the drain.

Le 17 septembre 2013, Tepco publie une photo des sacs de sable débordés le 15 septembre 2013. Selon cette photo, il semble plutôt que le barrage provisoire a été poussé par les eaux à cause de leur volume.

Les eaux bloquées sont parties en suivant le canal, directement dans le Pacifique après la déstructuration de ce barrage provisoire.

Actually, nothing has progressed in the plant since 2011. We still don't even know what is going on inside. They must keep cooling the crippled reactors by water, but additionally groundwater keeps flowing into the reactor buildings from the broken parts. This is why highly contaminated water is always produced more than it can circulate. Tepco is planning to officially discharge this water to the Pacific but Tritium is still remaining in it. They dilute this with seawater so that it is legally safe, but scientifically the same amount of radioactive tritium is contained. They say it is safe to discharge, but none of them have drunk it.
