JP PM Noda asserted all the parts of the container vessels are cooler than 100℃ so they declared cold shutdown.
However, on 12/26/2011, Tepco announced they will drill into the container vessel to check the temperature of inside by using an endoscope.
Tepco admits melt through is happening at reactor 2 at least and reactor 3 uses MOX so they can not get close. This is why they try to check the temperature of the reactor 2, but it means they don’t know how hot it is actually.
They are planning to do it by mid January but they admit they won’t be able to see the melted fuel somewhere near the vessels.

「内視鏡」で格納容器調査＝来月、２号機で－福島第１
東京電力は２６日、福島第１原発２号機の格納容器の内部を、工業用内視鏡を使って調べると発表した。廃炉作業の一環で、容器内の温度やたまった水の水温などの確認が目的。来年１月中旬をめどに行い、成功すれば１、３号機でも実施を検討する。
東電によると、１～３号機は炉心溶融（メルトダウン）が起きており、２号機では溶融燃料の一部が圧力容器から格納容器に落下したと推定されている。東電はドリルを使って格納容器の壁に穴を開け、容器内の配管の状態やたまった水の量を調べる。圧力容器底部までは見えないため、燃料の損傷状態を調べるのは難しいという。（2011/12/26-20:59）
