[Analysis] Why J Gov didn’t evacuate Eastern JP -What Kan possibly was the most afraid of

In Metropolitan area, nearly 40 millions people are living.
After 311, Japanese government downplayed Fukushima accident and did not evacuate the 40 million people.
Some of the researches show the contamination level in Tokyo is worse than the evacuation zone of Chernobyl. Also, actinoids have almost never been analyzed in Tokyo area.

About the reason why Japanese government didn’t evacuate people, the EX Prime Minister, Kan stated evacuation would have caused social confusion. Old people and people who need medical care might have been seriously risked.

I personally thought it was because of the potential economic damage. Metropolitan area is one of the mega economic centers in the world. Even if it’s temporary, stopping it functioning must have caused the enormous loss, which can be a trigger of another economic crisis. They chose slow death.

However, macroeconomics-wise, probably it would have been just a “shift” of the economic center. It may take some time but China or other Asian countries would have taken over the economical role of metropolitan area.

Here, there is a missing perspective.
What Kan was the most afraid of may be the possibility that the whole metropolitan area rejects evacuating in spite of his order.
This is merely a hypothesis but nobody has analyzed Japan from this perspective after 311.

Japan is the society of “consensus”. It’s entirely controlled by the “atmosphere”. It therefore has no leader.
Kan was not an exception. He did not show a strong leadership before 311.
It’s a possibility that (almost) no one would have evacuated in spite of his order including the economic world (corporations) and the bureaucrat system (Police, SDF etc..).

That would cause the total loss of the authenticity of the government. It would stop Tepco and SDF from trying to settle Fukushima plant, and rescuing the tsunami/earthquake disaster area.

Also, the authenticity of the government is strongly connected to the value of Yen, national bond, value of land and other national property. Once they lose the authenticity, it’s impossible to regain it.

Près de 40 millions de gens vivent dans la région métropolitaine.
Après le 11-3, le gouvernement japonais a minimisé l’accident de Fukushima et n’a pas fait évacuer ces 40 millions de gens.
Certaines recherches montrent que le niveau de radioactivité de Tokyo est pire que celui de la zone évacuée de Tchernobyl. De plus, les actinides n’ont pratiquement jamais été recherchés dans la région de Tokyo.

Sur la raison expliquant pourquoi le gouvernement nippon n’a pas évacué les gens, l’ex-premier ministre, M. Kan, a affirmé que l’évacuation allait provoquer une panique sociale. Les vieux et les malades auraient été soumis à de grands risques.

Je pense personnellement que c’est plutôt à cause des dégâts économiques. La région métropolitaine est un des plus grands centres économiques du monde. Même provisoirement, l’arrêter aurait provoqué des pertes énormes qui auraient pu provoquer une autre crise économique. Ils ont choisi la mort lente.

D’un point de vue macro-économique cependant, ça aurait sans doute été seulement un “déplacement” du centre économique. Ça peut prendre un peu de temps mais la Chine ou un autre pays asiatique peut arriver à jouer le rôle économique de la région métropolitaine.

Voici une vue manquante au tableau :

Ce dont Naoto Kan a eu le plus peur est sans doute que toute la région métropolitaine refuse d’évacuer en dépit de son ordre.
C’est une hypothèse mais personne n’a pensé à analyser sous cet angle le Japon d’après le 11-3.

Le Japon est la société du “consensus”. Il est entièrement contrôlé par “l’ambiance”. Il n’a donc pas de leader.
Kan n’a pas fait exception. Avant le 11-3, il ne s’était pas montré un grand leader.
Il est possible qu’en dépit de son ordre (pratiquement) personne n’aurait évacué, y compris le monde économique (entreprises) et le système administratif (Police, Force d’auto-défense, etc..).

Ça aurait fait perdre toute légitimité au gouvernement. Ça aurait arrêté Tepco et la force d’auto-défense (SDF) dans leur tentative de stabiliser la centrale de Fukushima et interrompu les secours à la région dévastée par le tsunami+séisme.

De plus, la légitimité du gouvernement est étroitement liée au cours du Yen, aux cautions financières nationales, à la valeur des terres et des autres propriétés nationales. S’il perd sa légitimité, il lui est impossible de la retrouver.

I am the writer of this website. About page remains in 2014. This is because my memory about 311 was clearer than now, 2023, and I think it can have a historical value. Now I'm living in Romania with 3 cats as an independent data scientist.
Actually, nothing has progressed in the plant since 2011. We still don't even know what is going on inside. They must keep cooling the crippled reactors by water, but additionally groundwater keeps flowing into the reactor buildings from the broken parts. This is why highly contaminated water is always produced more than it can circulate. Tepco is planning to officially discharge this water to the Pacific but Tritium is still remaining in it. They dilute this with seawater so that it is legally safe, but scientifically the same amount of radioactive tritium is contained. They say it is safe to discharge, but none of them have drunk it.
