[Give up?] Tepco can’t make new tank construction plan after October

On 9/30/2013, Tepco announced they can’t make the new tank construction plan after this October.
Having contaminated water rapidly increasing, they were supposed to publish the tank construction plan by the end of September. They asked Nuclear Regulation Authority for the permission to postpone it.
They are trying to publish it by the end of October.
They need to construct the tanks faster than contaminated water increase. This announcement revealed the contaminated water problem is going beyond their control.

Ils étaient supposés publier le plan de construction des citernes pour fin septembre à cause de l’augmentation rapide des eaux extrêmement radioactives. Ils ont demandé à la Nuclear Regulation Authority la permission de le repousser.
Ils vont essayer de le publier pour fin octobre.
Ils doivent construire les citernes plus vite que l’augmentation des eaux extrêmement radioactives. Cette annonce révèle que le problème des eaux extrêmement radioactives est en train d’échapper complètement à leur contrôle.

Actually, nothing has progressed in the plant since 2011. We still don't even know what is going on inside. They must keep cooling the crippled reactors by water, but additionally groundwater keeps flowing into the reactor buildings from the broken parts. This is why highly contaminated water is always produced more than it can circulate. Tepco is planning to officially discharge this water to the Pacific but Tritium is still remaining in it. They dilute this with seawater so that it is legally safe, but scientifically the same amount of radioactive tritium is contained. They say it is safe to discharge, but none of them have drunk it.
