According to Tepco, they measured extremely high level of radiation on the top of reactor3.

On 7/23/2013, Tepco measured the radiation levels of 25 points around the shield plug, where the “steam” was observed.

The highest reading was 2.17 Sv/h, the lowest reading was 137 mSv/h.

The atmospheric dose of where they found the “steam” was 562 mSv/h.

Shield plug is the concrete cover of PCV. Now it’s exposed to the outside on the top of reactor3 building.

Under the shield plug, there is PCV. RPV is even inside of PCV and the nuclear fuel is in RPV in the normal occasion.

Selon Tepco, ils ont relevé une radioactivité extrême en haut du réacteur 3.

Le 23 juillet 2013, Tepco a relevé la radioactivité en 25 points autour des ancrages du bouclier d’où la vapeur a été observée.
Le record est de 2,17 Sv/h, le minimum de 137 mSv/h.
La radioactivité ambiante qu’ils ont trouvée dans la “vapeur” était de 562 mSv/h.
L’ancrage du bouclier est le couvercle en béton de la PCV (enceinte principale du réacteur). Elle est maintenant exposée à l’extérieur au sommet du bâtiment du réacteur 3.
La PVC est sous le bouclier. La RPV (enceinte primaire du cœur) est à l’intérieur et le combustible nucléaire est dans la RPV en temps normal.

Actually, nothing has progressed in the plant since 2011. We still don't even know what is going on inside. They must keep cooling the crippled reactors by water, but additionally groundwater keeps flowing into the reactor buildings from the broken parts. This is why highly contaminated water is always produced more than it can circulate. Tepco is planning to officially discharge this water to the Pacific but Tritium is still remaining in it. They dilute this with seawater so that it is legally safe, but scientifically the same amount of radioactive tritium is contained. They say it is safe to discharge, but none of them have drunk it.
