[100m3 overflow] Tepco “Abnormality was too slight to notice”

The abnormality of tank water level trend was too slight to recognize, Tepco stated in the press conference of 3/5/2014.


When 100m3 of highly contaminated water overflowed from the tank, the operators were watching the monitor of tank water levels. However they didn’t notice the water overflowing.

In the report that Tepco submitted to NRA (Nuclear Regulation Authority) on 3/5/2014, it was simply because the water trend was represented in the scale of 0% ~ 100% on the monitor (See the picture below). Before the tank had the additional contaminated water, it was already 98% full. They therefore didn’t recognize 2% of the increase, which was shown as a “negligible gap” on the monitor.


The operators are employed by the different company from the monitor maker. It revealed the fact that Tepco is not supervising even the most basic things in Fukushima decommissioning process.







Downplay it in the beginning, and quietly add more information so nobody notices it. All for not letting the cattle escape. This is their strategy.

Tepco a déclaré au cours de la conférence de presse du 5 mars 2014 que l’anomalie sur le niveau d’eau de la citerne était trop légère pour être identifiée.

Les opérateurs regardaient les écrans de contrôle des niveaux d’eau au moment où les 100 m³ d’eau extrêmement radioactive ont débordé de la citerne. Or, ils n’ont pas remarqué que l’eau débordait.
Dans le rapport que Tepco a remis à la NRA (Nuclear Regulation Authority) le 5 mars 2014, c’était simplement parce que la tendance était représentée à l’écran avec une échelle allant de 0 à 100% (cf. photo ci-dessous). Avant qu’elle reçoive ces eaux supplémentaires, la citerne était déjà pleine à 98%. Ils n’ont donc pas remarqué cette augmentation de 2% qui n’apparaissait à l’écran que comme une variation négligeable.

Les opérateurs n’appartiennent pas à l’entreprise qui a conçu le contrôle. Ça révèle le fait que Tepco ne supervise pas même les choses  les plus élémentaires du démantèlement de Fukushima.


Le minimiser au début et ajouter tranquillement de nouvelles information pour que personne ne le remarque. Tout pour que le troupeau ne s’échappe pas. C’est leur stratégie.

Actually, nothing has progressed in the plant since 2011. We still don't even know what is going on inside. They must keep cooling the crippled reactors by water, but additionally groundwater keeps flowing into the reactor buildings from the broken parts. This is why highly contaminated water is always produced more than it can circulate. Tepco is planning to officially discharge this water to the Pacific but Tritium is still remaining in it. They dilute this with seawater so that it is legally safe, but scientifically the same amount of radioactive tritium is contained. They say it is safe to discharge, but none of them have drunk it.
