On 7/29/2013, Tepco reported to Nuclear Regulation Authority that the holes were made by “corrosion”.

In the beginning, the holes were assumed to be made by welding error.
According to Tepco, chloride ion from seawater, hypochlorous acid, Ferric chlorides in the accumulated water corroded the stainless steel.
The facility had been in the test operation only for 2 months.
Due to this leakage, the entire system of ALPS will be suspended until mid September.

Le 29 juillet 2013, Tepco rapportait à la Nuclear Regulation Authority que les trous avaient été faits par la “corrosion”.

Au départ, les trous étaient supposés être dûs à des erreurs de soudure.
Selon Tepco, les ions chlorure de l’eau de mer, l’acide hypochlorique et les chlorures de fer des eaux accumulées ont corrodé l’acier inox.
L’appareillage aura été en opération de test pendant 2 mois seulement.
Tout le système ALPS est arrêté jusqu’à mi-septembre à cause de ces fuites.

This is why highly contaminated water is always produced more than it can circulate. Tepco is planning to officially discharge this water to the Pacific but Tritium is still remaining in it. They dilute this with seawater so that it is legally safe, but scientifically the same amount of radioactive tritium is contained. They say it is safe to discharge, but none of them have drunk it.
