[Column] Paypal decided to close FD’s Paypal account for no reason, lost one year living expense / Was I Assanged ?

Today I refunded all the supports (up to 60days ago) that people expected to change the world.

 

The Paypal account of Fukushima Diary has been suspended since last week.

Today, they decided to close it.

 

The only “reason” was this (From their last email)

 

“Dear IORI MOCHIZUKI,

 

 

Important information:

 

We regret to inform you that we’re initiating the closure of your Paypal account because of certain activity that took place relating to your account. This measure is necessary to protect us from potential financial losses.”

 

 

In short, they will hold up the balance for 180 days. Meanwhile, I cannot withdraw / send / accept any money.

Because it was a business account, it’s impossible to have another account though I actually don’t want to open another account. I cannot use a personal one cause I pay tax as Fukushima Diary SRL.

 

so I lost “our” money, and lost the means of accepting your supports.

 

It started with one phone call.

 

This day of last week, I was at a lawyer’s office in Cyprus. I and a few other Japanese people are trying to incorporate in Cyprus and Netherlands, and I went there to make a contract.

Exactly when I held the pen, I received the call. It was from Paypal. The guy said my account was under review.

So I couldn’t make a contract that day. I apologized to other Japanese people and also explained the situation to Paypal.

 

They required me some documents, but these were shipping proof, supplier invoice, profit and loss & Balance sheet of Fukushima Diary. Also the proof of company registration.

 

The only document that I could send was the proof of company registration.

 

I’m not the type of “merchant” to send box. Because this is still the first year, Fukushima Diary hasn’t published P/L or B/S yet. and I submitted the proof of company registration last year when I opened the account.

 

I did my best to get it fixed before I left Cyprus but it didn’t work.

 

Their treatment was far from being organized. I called them several times a day, but some of the agents say the reviewing takes 24 ~ 72 hours. Others say it’s 4~5 business days. One of the agent even sent me an email so say “I’m glad to know your case was resolved.”. and it wasn’t resolved actually.

 

When the first 72 hours passed, they called me to say ”it takes up to 14 days.”

 

The reason of “reviewing” and suspending my account wasn’t clear. They picked up 5 transactions for the ”shipping proof” but because I refunded them immediately, they mustn’t have any reason to investigate it anymore.

 

They said it doesn’t lead to closure of an account or anything, everything is ok, it was just a routine investigation, until this week.

 

I came back from Cyprus to Bucharest last night though I couldn’t make a contract with the lawyers.

Just before the flight, I called them again. and the agent said,

 

“The case wasn’t under review.”

 

I had called them more than everyday, and they always said the case was under review, they even escalated it.

 

I asked the agent “so were you telling a lie ?”. They started saying “I don’t know, I don’t have an access to the information.”.

 

Today I had a meeting with my Romanian lawyer and accountant. I called Paypal again and asked the lawyer to have a say on the phone. The agents sounded scared.

 

The email was sent 1 hour after the phone call to say they are initiating to close the account.

 

This is not just a loss of a Paypal account.

In addition to the fact that I cannot make alternative account, I lost my first salary until April of 2015.

 

I have been receiving donations from many people since I left Japan.

I “donated” it to the business account to start up the company, and I wasn’t paid anything from my own company through 2013.

Because I’m supposed to be a sole shareholder, my only income is “dividend”. It’s paid only in April.

 

Today, 5/6/2014, was supposed to be my first “payday”, and the dividend was supposed to be my one year living expense until April of 2015.

 

Paypal is going to hold the fund up to 180 days. I can’t survive that long.

I don’t even trust that Paypal would release “our money” then, from the communication since last week.

 

People say I should have moved money to the bank.

 

Easier said than done.

 

I thought I shouldn’t put too much money in the bank from looking at the financial crisis.

 

 

 

The reason why they put the account under review suddenly is not clear.

In the beginning, I thought that was because I receive larger sum of money for the capital of new company in Cyprus and their algorithm detected it.

Anyway, their sudden decision to close the account has no reason.

 

One of my readers said, ”You were Assanged.”

 

Unfortunately, I have no evidence to deny it.

En bref, ils conservent les sommes pendant 180 jours durant lesquels je ne peux retirer / envoyer / recevoir d’argent.

Il est impossible d’avoir un autre compte parce que c’était un compte d’affaires, en outre je n’ai pas vraiment envie d’ouvrir un autre compte. Je ne peux pas en utiliser un personnel parce que je payerais alors les mêmes impôts que la Fukushima Diary SRL.
Donc j’ai perdu «notre» argent, et j’ai perdu ce moyen de recevoir vos dons.

Tout a commencé par un appel téléphonique.
C’était il y a une semaine, j’étais dans le bureau d’un avocat à Chypre. Quelques japonais et moi sommes en train de nous intégrer à Chypre et aux Pays-Bas et j’y suis allé pour signer un contrat.
J’ai reçu l’appel exactement quand je tenais le stylo pour signer. C’était Paypal. Le gars a dit que mon compte était à l’étude. Donc je ne pouvais pas faire de contrat ce jour-là. Je me suis excusé auprès des autres japonais et j’ai aussi expliqué la situation à Paypal.

Ils exigent des documents mais il s’agit de preuves d’expédition, de facture fournisseur, blian financier, profits et pertes du Fukushima Diary . Ainsi que la preuve de l’enregistrement de la société.
Le seul document que je pourrais leur envoyer est la preuve de l’enregistrement de la société.
Je ne suis pas le type de «marchand» qui expédie des colis Le Fukushima Diary n’a pas encore publié de bilan comptable, ni de balance des comptes parce que c’est toujours sa première année et j’avais fourni la preuve de l’enregisrtement de l’entreprise l’an dernier quand j’ai ouvert le compte.

J’ai fait de mon mieux pour tenter d’arranger ça avant de quitter Chypre mais cela n’a pas marché.

Leur gestion est loin d’être organisée. Je les ai appelés plusieurs fois par jour, certains disaient que le réexamen pourrait prendre jusqu’à 24 à 72 heures. D’autres disaient 4 à 5 jours ouvrables. L’un des agents m’a même envoyé un e-mail disant «Je suis heureux de porter à votre connaissance que votre cas a été résolu” et il n’a pas été résolu en fait.
ils m’avaient appelé pendant les 72 premières heures pour me dire «il faudra jusqu’à 14 jours”.

La raison de «l’examen» et de la suspension de mon compte ne sont pas claires. Ils avaient pris 5 transactions en tant que “preuve d’expédition” mais parce que je les ai immédiatement réinitialisées, ils n’ont plus aucune raison de les examiner.
Ils disaient que ça ne conduirait pas à la fermeture du compte ou autre, que tout était ok, que c’était juste une enquête de routine, jusqu’à cette semaine.
Je suis revenu de Chypre à Bucarest la nuit dernière parce que je ne pouvais pas signer de contrat avec les avocats.
Je les ai appelés de nouveau Juste avant de prendre l’avion et l’agent a dit “L’affaire n’est pas en cours d’examen”.

Je leur avais demandé plus de tous les jours , et ils ont toujours dit que le cas était à l’étude, ils l’ont même placé à traiter en priorité.
J’ai dit à l’agent “alors est-ce que vous me mentiez ?” Ils ont commencé à dire des “Je ne sais pas, je n’ai pas accès à l’information”..

Aujourd’hui, j’ai eu une réunion avec mon avocat et comptable roumain. J’ai de nouveau appelé Paypal et leur ait dit que mon avocat désirait leur parler au téléphone. Les agents ont eu l’air d’avoir peur.
Le courriel disant qu’ils procédaient à la fermeture du compte a été envoyé 1 heure après cet appel téléphonique.

Il ne s’agit pas seulement de la perte d’un compte Paypal.
En plus du fait que je ne peux pas créer d’autre compte, je perds mon premier salaire jusqu’à Avril 2015.

J’ai reçu beaucoup de dons depuis que j’ai quitté le Japon.
Je les ai “donnés” au compte de l’entreprise pour démarrer l’entreprise et je n’ai rien payé du tout avec ma propre entreprise pour tout 2013.
mon seul revenu est “bénéfices” parce que je suis censé être l’actionnaire unique. Ils ne sont versés qu’en Avril.

Aujourd’hui, le 6 mai 2014, c’était censé être le versement de mon premier “salaire” et les bénéfices étaient censés couvrir mes frais de subsistance jusqu’en avril 2015.

Paypal peut bloquer les avoirs jusqu’à 180 jours. Je ne peux pas survivre aussi longtemps.

Je ne suis même pas convaincu que Paypal rendra «notre argent», de ce que j’ai senti de la communication de la semaine dernière.
Certains me disent que l’argent va être viré à la banque.
Plus vite dit que fait.

A cause de la crise financière, j’ai pensé que je ne devais pas trop laisser d’argent en banque.

La raison pour laquelle ils se sont brusquement mis à examiner le compte n’est pas claire.
Au début je pensais que c’était parce que pour le capital de la nouvelle société à Chypre je recevais plus d’argent que d’habitude et que leur algorithme l’avait détecté.

Quoi qu’il en soit, leur décision soudaine de fermer le compte n’a pas de justification.

Un de mes lecteurs m’a dit : “Tu es Assangé”.
Je ne dispose malheureusement d’aucun élément permettant de le réfuter.

    Also a bank-to-bank wire transfer can be used to move funds between countries. I know it can be initiated from the US to Romania but I am not sure of specifics of receipt from the Romanian side.

    Your work is very important, not just to the Japanese but to the world. No one else on Earth is doing what you are doing, and I am sure there are others who feel the same, so we will find a way.

    Also I was thinking perhaps you should put a link on your page of essential things you need, that people may be able to send you, like sealed food or personal items. Many americans do not have much money but we sure have a lot of stuff, and perhaps some can help you out.

    the gov’t says is “undesirerable”

    IE: gun dealers, or anything to do with guns,
    and people think thats ok to close their accounts.

    Fund raisers that go against things like

    Yep, you been shutdown, paypal does what they are told.

    Bank transfers overseas can still be done, but even that is being
    heavely monitored and accounts closed that go against gov’t.

    1. The PayPal account of a friend, who also lives in Bucharesti, Romania, was closed under oddly similar circumstances recently. No ‘real’ reason given was given, one day the account was under review, and 3 days later it was closed. It was a personal account, so that is different. She sold nothing, it was a ‘Go Fund Me’ project.

      It is easy, fast and expensive to send Western Union to Romania. The problem I have had with that is that personal names come after family names. This makes the format very odd and the exchange agents become confused quickly, even by the same person, at the same bank, a week later.

      Last time I was in Romania, I went to a bank to exchange US$ into Romanian Lei (Ron), I had less than 20$ and 5 or 6, one dollar bills. All the bills were scanned through a currency checking device, once on each side. Visual inspection with a direct lighting source was used. There was a single bill that the teller questioned, and so consulted the manager, who decided the bill was too worn to take the risk and exchange it. All of this was for a 1$ bill. I had with me a native Romanian speaker, with great English skills, so there was no problem with communication, simply worry over the 1$ bill.

      Romania is many wonderful things I would recommend it to anyone as a great place to spend some time. Banking is not one of the strong points in Romania.

      As to the problem of FD, I know many in Romania who have moved to using a card from ‘Payoneer.’
      It works much like a prepaid card, and is easy for anyone to add value using their web site. I do not know if this is the solution, but it is an option.

    Iori Mochizuki-sensei is a world renowned journalist. He has scooped the rest of the world wide press corps about 5,000 times, on matters pertaining to the ONGOING Fukushima disaster. and is always on the cutting edge.

    It will keep that long, probably without any lasting damage. In my humble personal opinion, PayPal should ‘do some serious sucking up’, to make amends for this gross indiscretion on their part.

    Financial institutions stand on integrity and trust. That’s the hallmark and backbone of the business.
    With this lot it almost appears that you put your money in there in faith but it may never come back. IMHO.

  13. I will be contacting PayPal directly in the morning to ask what has happened to my regular tiny donation. Are they refunding all the transactions? I don’t think so. Can the people on this site who have used Paypal to donate or who use Paypal anyway, please contact Paypal to protest about this stupid situation.

  17. Iori, why do you function as a company ? Why not as a non profit association with the aim to help humanity ?

    1. I second that.

      I had 2 companies in Romania and chose to close them both. Too much hassle, too many papers, too much time wasting on qeue.

      Try looking into the non-profit/ngo thing, Iori.

      As of now, I don’t see a reason for your Romanian company to continue to function. If I’m right, close it immediately so you don’t have to pay taxes and fees anymore.

    The penalties for violators are harsh: 10 years in prison for civil servants who leak classified information; five years for citizens convicted of abetting leaks. The law covers defense, diplomacy, counterterrorism and counterintelligence. But it also empowers bureaucrats — not just in defense, but throughout government — to lock away documents for up to 60 years. Antagonism to Abe’s secrecy law is almost universal. Over 80 percent of respondents to a Kyodo News Service poll called for dumping or rewriting it, and a recent protest drew 10,000 demonstrators.

    The Japanese Federation of Bar Associations and press groups, including Reporters Without Borders, have denounced the legislation, especially in the wake of revelations about government mismanagement that helped trigger the Fukushima nuclear accident. Government transparency advocates like Lawrence Repeta, a law professor at Meiji University in Tokyo, say the impact on journalism and whistle-blowing in Japan could be calamitous, because Japan’s safeguards on freedom of information are weak.

      After the tweet appeared, (nuclear lobbyist) Ando, (head of a project led by French NGO the Center of Studies on the Evaluation of Protection in the Nuclear Field (CEPN) and funded by the French nuclear energy lobby) reported it to the Fukushima Prefectural Police, accusing Takenouchi of either criminal defamation or criminal contempt. This past January 29, Takenouchi received a telephone call from Fukushima police, notifying her that Ando had filed a complaint against her. Two weeks later, Takenouchi said police came to her apartment in Okinawa and examined her computer.

      Fukushima police and prosecutors are currently investigating Takenouchi for criminal contempt; if found guilty, she could face a month in jail. Prosecutors confirmed they will be flying to Okinawa, where Takenouchi lives, to question her on May 13. Police have already traveled from Fukushima to Okinawa to interrogate her — an unusual occurrence. “We only send police officers from one prefecture to another if the subject is really a potentially dangerous criminal,” Fukushima police spokesman Lieutenant Tadashi Terashima told VICE News.

      Takenouchi, the potentially dangerous criminal in question, is a journalist and blogger who fled her hometown of Tokyo with her infant son days after the disaster, hoping to avoid fallout from Fukushima.       THREE days after Japan’s biggest-ever earthquake and its colossal shock waves pummeled Fukushima’s coast, reducing the TEPCO Daiichi nuclear plant to radioactive wreckage, Mari Takenouchi cycled frantically through East Tokyo with her baby strapped on her back. Takenouchi, and millions of others, were unaware of the radiation cloud over the capital. Three full meltdowns had already happened — uranium-packed fuel rods had overheated and liquefied, triggering a series of blasts on March 12 and 14.

      “It was a fine day with some breeze. I’ll never forget the wind hitting my face, while I was riding my bicycle with my baby on my back,” she says. The cloud was at its thickest during the three hours Takenouchi and her son, Joe, spent outside before fleeing the mainland. According to the Tokyo metropolitan government’s air samples, which were measured in Setagaya Ward, where Takenouchi was riding her bike, Joe was exposed to 145 times the normal level of background radiation in the city. “When I heard how high the radiation was that day, and I realised my baby could have breathed in those particles, exposing him to the risk of internal radiation as well as external, I was very angry that nobody warned us.     Abe must have been taken aback by the public’s strong criticism of the law. According to a Kyodo News poll, 54.1 percent of respondents said the law should be revised in the next ordinary Diet session in 2014, 28.2 percent said it should be scrapped completely, and 70.8 percent felt uneasy about the law. Apparently because the law was forced through the Diet without sufficient debate or consideration, the approval rating for Abe’s Cabinet has fallen 10.3 points since last month to 47.6 percent — the lowest since it formed in December 2012. The disapproval rating surged to 38.4 percent, up 12.2 points.

    People should not be duped by Abe’s misleading rhetoric. The simple fact is that whatever explanations he may give about the law, its content and nature will not change now that the law has been enacted. If Abe wants to give detailed explanations about the law, why did his administration not set aside enough time for thorough Diet deliberations? If it had done so, more problems about the law would have been exposed to the public’s eyes.According to lawyer Yuichi Kaido, it was only at 11:45 a.m. on Dec. 5 that the Abe administration disclosed a 92-page clause-by-clause description by the prime minister’s secretariat of the law at the request of former Social Democratic Party chief Mizuho Fukushima. This omission on the part of the administration clearly shows how it makes light of a democratic process based on thorough discussions. The Abe administration made 11th-hour proposals to set up oversight bodies. But they will be made up of bureaucrats and will not have power to examine the content of each specific designated secret. Abe said that transparency concerning designation of secrets will be secured, but he gives no evidence to back up his argument.

    I have heard and read stories about problems with PayPal, so have used it infrequently. Today I learned that PayPal capriciously froze then closed the PayPay account of Fukushima Diary/Lori Mochizuki. Fukushima Diary is a legitimate business providing valuable information about the deteriorating and dangerous situation in Japan from the ongoing Fukushima Nuclear Power Plant disaster.

    I am very concerned about the closure of Fukushima Diary PayPal account and appalled at PayPal’s treatment of its legitimate, law abiding owner, Lori Mochuzuki. I urge you to restore his PayPal account and immediately release the funds that are rightfully and lawfully owned by Mochuzuki and Fukushima Diary. Until you do so, I will boycott your service and urge others to do so as well.

  28. Paypal did this to me in 2006. At the time, I had made the world’s first ever chemtrail awareness documentary in 2002 and was doing 911 awareness; for this, they and others, “punished” me. Account closures, missing mail, surveillance, et al.

I am the writer of this website. About page remains in 2014. This is because my memory about 311 was clearer than now, 2023, and I think it can have a historical value. Now I'm living in Romania with 3 cats as an independent data scientist.
Actually, nothing has progressed in the plant since 2011. We still don't even know what is going on inside. They must keep cooling the crippled reactors by water, but additionally groundwater keeps flowing into the reactor buildings from the broken parts. This is why highly contaminated water is always produced more than it can circulate. Tepco is planning to officially discharge this water to the Pacific but Tritium is still remaining in it. They dilute this with seawater so that it is legally safe, but scientifically the same amount of radioactive tritium is contained. They say it is safe to discharge, but none of them have drunk it.
