Tepco “Tank construction can’t catch up with increasing contaminated water” / “Trying to think of the solution”

In the press conference of 9/25/2013, Tepco announced the tank construction can’t catch up with the increasing pace of contaminated water.

According to Tepco, the increasing speed of the contaminated water is too fast. Now they are having a sub-contract company build tanks in one tank area in each time, but they are considering to have two sub-contract companies build tank in two tank areas at once.

 

They had unwelded type of the tanks leak, so they need to increase the welded type of the tanks. However, they don’t plan to build more welded type of the tanks after this September. Tepco commented they are “trying to think of the solution”.

Au cours de la conférence de presse du 25 septembre 2013, Tepco a déclaré que la construction des citernes ne peut pas suivre la vitesse de l’augmentation des volumes d’eaux extrêmement radioactives.

Selon Tepco, le volume des eaux extrêmement radioactives augmente trop vite. Actuellement, ils ont un sous-traitant qui construit des citernes en même temps dans chaque zone mais ils envisagent d’en mettre deux sur deux zones pour construire en même temps.

Avec le type non soudé qui fuit, ils ont besoin d’augmenter le nombre de celles soudées. Or, ils ne prévoient pas de construire d’autres citernes soudées au-delà de ce mois de septembre-ci. Tepco a déclaré qu’ils “essayaient” de trouver une solution”.

  1. A) Water problem was a given from the beginning. As soon as they committed to filtering water, tank problem was a given.

    B) Engineering and the problems with bolted tanks are well known.

    C) Equipment and procedures to produce tanks exists, is not something that is complicated, and does not require anything more than mechanical robotics that have been used for decades to accomplish. The technical know-how is rather basic, basic labor, and doesn’t require engineering beyond college level, pouring concrete, erecting a roof to shelter a production line, assembling a supply train. With an eye to anything more than expediency, it could very well have been undertaken as a dedicated production situation within a short time of the existence of the given storage problem through the appeals to the world and seizure of existing equipment in Japan with monetary compensation in return. After initial start-up and with dedication to the supply train, need for tanks could have been easily met. That we don’t see such a situation now except on a small scale is simply because of demand. Fukushima’s demands were apparently beyond that, and the recognition that something other than a structure to supply normal demands was not recognized or was not entertained for some reason, though I’ll leave it to your imaginations to conclude that reason.

    The obvious fact is that an intelligent person able and willing to speak their mind knew of the tank problem from at least the time of sequestration of water and knowledge of its volume. It appears that what is said in the most cynical sense is true: the denial, lack of commitment, and, my idea personally, the intention all along of passing as much radiation to the sea as possible. I might remark that it amazes me how quickly and how much physical production can be quickly assembled to kill people by sovereign states, such as producing complicated planes or vehicles such as tanks, yet this is not recognized as such an important sovereign undertaking as is war in which money is low on the list of considerations. It surely is war though, isn’t it, on so many levels?

    1. Constraints:

      1) One compounding difficulty is the XRays (gamma) from the accumulated water at the FDNPP. The XRays will not permit workers to deal with all the other concerns; so the contaminated water cannot remain at or near the work area.

      2) The Uphill ground water has not yet been diverted, with underground dams.

      3) TEPCO has not yet terraced about the 4 damaged Units, with underground walls, to allow localized water control.

      4) TEPCO is still not talking about the actual corium locations. Some of the corium appears to be subterranium at this point. And some of these corium slugs still NEED cooling.

      5) ‘Solving the water problem’ could allow several corium slugs to reheat and liquify. Which is no solution at all, but rather a Living Hell, of a nightmare scenario.

      The ACTUAL solution to the real problem, involves focusing a minimal amount of cooling water on the corium slugs that need cooling. And then filtering/disposing of that smaller volume of water.

        I agree.

        The reason that Tepco aren’t saying the same thing is presumably because the coriums are now so far under the reactors they can’t get anywhere near them to cool them with less water.

Actually, nothing has progressed in the plant since 2011. We still don't even know what is going on inside. They must keep cooling the crippled reactors by water, but additionally groundwater keeps flowing into the reactor buildings from the broken parts. This is why highly contaminated water is always produced more than it can circulate. Tepco is planning to officially discharge this water to the Pacific but Tritium is still remaining in it. They dilute this with seawater so that it is legally safe, but scientifically the same amount of radioactive tritium is contained. They say it is safe to discharge, but none of them have drunk it.
