3 trillion yen of financial support is not enough for Tepco to compensate / 74 billion yen newly provided to Tepco

On 9/24/2013, Tepco announced they received 74 billion yen of the financial support from the Nuclear Damage Liability Facilitation Fund.

They have already received 3 trillion yen of the financial support, but still they can’t afford the compensation payouts to be completed by the end of October 2013.

 

Their press release is below,

Today, we received 74.1 billion yen from the Nuclear Damage Liability Facilitation Fund (hereafter the Fund) based on the revised Special Business Plan (Comprehensive Special Business Plan) approved on June 25, 2013.

This financial support was given in response to our twentieth request made in order to cover the compensation payouts to be completed by the end of October 2013, as the sum of the compensation received in accordance with the “Act on Contract for Indemnification of Nuclear Damage Compensation” (120 billion yen) and the financial support provided by the Fund (2.9742 trillion yen) will not be sufficient for the total amount of payouts.

With the financial support received from the Fund, we will continue our utmost efforts in implementing the “compensation payouts with courtesy and compassion” in consideration of those afflicted by the nuclear damage.

Le 24 septembre 2013, Tepco déclare qu’ils ont reçu 74 milliards de yens d’aide financière du Nuclear Damage Liability Facilitation Fund (= Fond de Facilitation des Responsabilités des Dégâts Nucléaires).

Ils avaient déjà reçu 3 trilliards de yens d’aide financière mais  ils ne peuvent toujours pas verser les sommes d’indemnisation devant l’être avant fin octobre 2013.
Leur communiqué de presse est le suivant :

Aujourd’hui, nous avons reçu 74,1 milliards de yens du Nuclear Damage Liability Facilitation Fund (ci-après le Fond) basé sur la révision du Special Business Plan (Comprehensive Special Business Plan) approuvé le 25 juin 2013.

Ce soutien financier a été fourni en réponse à notre vingtième demande faite pour couvrir les paiements d’indemnisation devant être réglés fin octobre 2013, car le total des indemnisations reçues en conformité avec le “Act on Contract for Indemnification of Nuclear Damage Compensation” (120 milliards de yens) et le soutien financier fourni par le Fond (2,9742 trilliards de yens) ne sera pas suffisant pour couvrir le total des sommes à verser.

Grâce à cette aide financière reçue du Fond, nous allons pouvoir continuer nos plus grands efforts pour exécuter les “versements d’indemnisation avec courtoisie et compassion” par respect envers ceux souffrant des dégâts nucléaires.

Actually, nothing has progressed in the plant since 2011. We still don't even know what is going on inside. They must keep cooling the crippled reactors by water, but additionally groundwater keeps flowing into the reactor buildings from the broken parts. This is why highly contaminated water is always produced more than it can circulate. Tepco is planning to officially discharge this water to the Pacific but Tritium is still remaining in it. They dilute this with seawater so that it is legally safe, but scientifically the same amount of radioactive tritium is contained. They say it is safe to discharge, but none of them have drunk it.
