3/12 2PM ,Vice-Minister of Nuclear and Industrial Safety Agency, Nakamura Koichiro announced the possibility of meltdown in reactor 1 at the press conference.
He judged it from the increasing radiation level of the plants and the length of time when reactor 1 lost its cooling system. The chairman of Nuclear and Industrial Safety Agency agreed with him.
However ,office of Prime Minister ordered the chairman,Terai Nobuaki,to ask a permission from the office of Prime Minister before publishing the truth not to cause a panic.
Until then, Nuclear and Industrial Safety Agency had a press conference every 1~2 hours but they reduced it to be every couple hours.
Vice-Minister of Nuclear and Industrial Safety Agency was replaced and the new vice-minister announced that the state of the fuel is unknown. He did not admit meltdown until late April.
Office of Prime Minister also stopped Tepco releasing the actual data not to cause panic.
In the night of 3/12 ,Tepco published the picture of the exploded reactor 1 ,but on 3/13 ,Office of Prime Minister warned the former president of Tepco ,Shimizu because Tepco announced the truth without the permission from Office of Prime Minister.
Early in the morning of 3/14 ,the pressure of the container vessel of reactor 3 got increased unusually fast.Tepco asked Office of Prime Minister for the permission to announce the fact but it was turned down.
9:15 AM on the same day ,it was announced by Nuclear and Industrial Safety Agency.

I’m not meant to say it’s Office of Prime Minister to blame ,not Nuclear and Industrial Safety Agency or Tepco.
I mean Tokyo is too big to abandon. Whatever it is ,there is always the pressure not to tell the truth to save Tokyo from the sudden death and also ,protect the international nuclear industry.
99.9% of the people thought “meltdown” is a myth ,only losers want to believe the myth around in 3/12 ,but they turned out to be totally wrong.
We mustn’t forget on-going critical fact can always be concealed ,even at this moment. If you don’t want to die ,don’t trust them.

官邸横やりで迷走 「炉心溶融」発表

事故発生直後、経済産業省原子力安全・保安院が「炉心溶融（メルトダウン）が起きている」と説明しながらその後、見解が二転三転したのは官邸の横やりが原因だった。
三月十二日午後二時ごろ、作業着姿で記者会見した中村幸一郎審議官は「（１号機は）炉心溶融の可能性がある。炉心溶融がほぼ進んでいるのではないか」と説明した。
報告書によると、中村審議官は原発周辺の放射線量上昇や、１号機が冷却機能を失って時間がたつことから炉心溶融が進んでいると判断。会見直前に寺坂信昭院長（当時）に報告。寺坂氏は「（事実がそうなら）そのように言うしかない」と、公表を了承した。
その後、官邸で保安院の広報に懸念が出ており、発表前に官邸に情報提供するよう求める声があったと知った寺坂氏は、複数いた広報担当者に「発表の際は事前に官邸の了解を得るように」と指示した。中村審議官には人を介し、発言に気を付けるよう注意した。
一、二時間おきに開かれていた保安院の会見はこれ以降、官邸の了解を得るため数時間に一回に減った。広報官は中村審議官の申し出により交代。以後の広報官は「炉心の状況は不明」などと言葉を濁し、四月まで炉心溶融を認めなかった。
官邸は東京電力にも横やりを入れていた。東電の福島事務所は十二日夜、報道関係者が傍聴できる会議で爆発後の１号機の写真を公表した。官邸側は翌十三日、事前連絡なしに公表したと東電の清水正孝社長（当時）に注意。清水氏は現場に、発表や資料の公表は事前に官邸の了解を得るよう指示した。この影響で、重要な情報の広報が遅れた。
十四日早朝、３号機の格納容器の圧力が異常上昇。東電は官邸詰めの社員を通じ、発表の了解を求めた。しかし、官邸内で調整がつかず、東電は広報を見送った。この情報は同日午前九時十五分、保安院が説明した。
