市教委文書一部無断削除し配布
 複数小学校保護者宛て 横浜市教委が小学校の児童の保護者宛てに出した文書の一部が、複数の小学校で無断で削除されていたことがわかった。2日の市議 会本会議で山田巧教育長が答弁した。

 

 市教委健康教育課によると、この文書は、8月30日付の「学校 給食において使用した牛肉について」。4、5月に、市内の小学校の給食で、国の暫定規制値(1キロ・グラムあたり500ベクレル)を超える放射性セシウムが検出された牛肉が使われていたことを報告し、当面、給食への牛肉使用を見合わせることについて理解を求めている。

その中の「弁当・水筒持参等のご希望については、各学校にご相 談ください」という一文が、複数の小学校で削除されて、保護者に配布されたという。同課は「行政文書を無断で変えるのは不適切」として、文書を変えた学校数や、理由を調査するという。

그 중 “도시락 물병 지참 등의 희망은 각 학교에 문의하십시오”라는 문장이 여러 초등학교에서 삭제되고, 보호자에게 배포되었다고한다.
여부는 “행정 문서를 무단으로 바꾸는 것은 부적절”으로 문서를 개조 학교 수와 이유를 조사한다.

The Tokyo Metro govt. has built a huge fence around most of the square in front of the east entrance to Shinjuku Station (the square is commonly known as “Alta-mae hiroba”). The purpose of the fence is to prevent large anti-nuke demonstrations from assembling there. The ostensible reason for the fence is to make alterations to the gardens, but even a child can see that the fence is unnecessary.

当日に2号機溶融を予測 官邸に送付、説明せず
経済産業省原子力安全・保安院は2日、福島第1原発2号機で燃料溶融に至る事故の進展を、東日本大震災の発生当日に予測し、官邸危機管理センターに報告していたと明らかにした。
ただ、官邸には予測を送付しただけで、詳しい説明の形跡はないという。保安院の森山善範・原子力災害対策監は「予測に使われたデータは実際の事故状況を反映していないため、参考程度の扱い」と釈明。
11日午後10時ごろの2号機の予測では、約2時間後に燃料の被覆管が破損し、約3時間後には燃料が溶融、12日午前3時20分には原子炉格納容器のベント(排気)が必要となり、放射性物質が放出されるとした。

Nuclear accident”the thing to worry the most are gene mutations”

The condition of the Fukushima Daiichi nuclear power plant is still unpredictable.
However bad this catastrophe may turn out, it is clear to doctor Martin Walter, that cases of cancer will increase not only in Japan but worldwide caused by this accident.
But an even more serious problem for him is one that passes over generations- genetic damage.
The Swiss internist, Martin Walter worked in a hospital in the Ukraine for one month in 1991.
He was also chairman of the PSR/IPPNW (Swiss doctors committee to prevent an atomic war) and initiated a moratorium for the construction of nuclear power plants which was accepted by election by the Swiss people in 1990.

Swissinfo.ch: the Japanese government is increasingly under pressure for their information policy. Do you think they are endangering lives by holding back information?
Martin Walter: Not considering acute radiation sickness. Outside the plant the radiation is not as high to cause acute radiation sickness yet. On the northern hemisphere there won’t be anyone dying from acute radiation sickness.
Inside the plant it is a different story, I hope workers are equipped with dosimeters.
However, by playing down the dangers of an accident like this you are committing a fundamental mistake. Because the relation of dosage to effect of radiation is linear starting from above cero radiation immediately, there is nothing like a harmless dosage. Even really small dosages are causing additional cancers, like of the breast or colon.
In any case Japan will have a lot of additional deaths resulting from cancer, even if the accident does not go as far as to a complete melt-down of the reactors.
Swissinfo.ch: Experts are claiming today and tomorrow are the last chances to cool down the reactors. If this should not be successful a melt-down will occur. Is the fear of people all over the world that this might occur legitimate?
Martin Walter: Yes, absolutely because of the additional deaths caused by cancer.
For example in Chernobyl not many people died from acute radiation sickness. They died later on by for example cancer caused by the catastrophe.
Much more serious than those additional cancers is the impact on the human genome, over generations.
Recent studies shows that even very small dosages can have a trans-generational effect.
Children of workers in the reprocessing plant in Sellafield in Britain developed additional leukemia’s in their lifetime dependent on the dosages their fathers have been exposed to without ever being exposed by themselves.
With accidents happening related to the nuclear technology but as well with its normal usage we are doing harm to the human genetic material.
Because of these factors it is really a question of ethics.
whether we can afford to use this technology or not.
Swissinfo.ch: In the case of radioactive contamination isotopes of iodine 131, cesium 137, xenon 133, krypton 85 as well as strontium and plutonium appear.
All of them are dangerous, but which are the most?
Martin Walter: The degree of hazardousness is dependent on the radioactive half-life. In the case of iodine the activity is basically cero after eight days.
There would not be any sense in giving iodine to children in Swiss. In the case of elders it could even be harmful.
Even with a half-life of 30 years the risk of a contamination with cesium brought by air to Swiss is very low.
A singular dose of cesium is decomposed by the human body within a few months because the substance is treated by the metabolism like potassium.
In the case of strontium, the received dose stays in the body for the rest of the life.
The effect is related to the half-life. Strontium is built in the bones like calcium from where it is not released anymore exposing the bone marrow with beta rays.
Because children have less fat in their bone marrow, their risk of developing leukemia later on is higher as concerning adults.
In the case of Plutonium, which is not decomposed by the body, a very small dosage is causing cancer.
Swissinfo.ch: Are there any experiences from Chernobyl about the chances of medical treatment of children?
Martin Walter: Under normal circumstances thyroid cancer does not appear in children. In the Ukraine there have been about three cases per 50 million inhabitants each year. After the catastrophe there happened an epidemic with 1500 cases of children becoming sick with leukemia. There are sources talking about up to 4000 cases.
Such numbers haven not been observed before. Responsible was the iodine 131. If the authorities would have been giving out iodine pills after the catastrophe this epidemic could have been prevented. I haven’t heard about a case of acute radiation sickness of a child.
Against contamination with cesium, that was- and is still- taken in by kids as well as adults with food in the Ukraine, pills with apple pectin are handed out.
They reduce the amount of cesium in the body even if the intake is going on.
Swissinfo.ch: It sounds like a bitter irony of history that Japan, which is the only country affected by atomic bombs, is now confronted with a reactor catastrophe of this extent. Can the experience of history help to tackle the medical handling of today?
Martin Walter: No, because back then there was no specific treatment possible.
Also the effect of radiation is different. Israeli scientists did a research on children procreated by contaminated fathers before and after the catastrophe of Chernobyl and Nagasaki. They found that there have not been changes in the genomes of the children of fathers contaminated by the atomic bomb.
On the other hand, many children whose fathers that had to work as liquidators in
Chernobyl and being procreated after their mission showed changes in a certain part of their genome (mini-satellite genome).
Seen from a genetic point of view, the accident in the nuclear power plant is the more severe.

Wie schlimm die Reaktorkatastrophe auch immer ausgehen wird: Die Zahl der Krebserkrankungen wird nicht nur in Japan, sondern überall zunehmen, sagt der Arzt Martin Walter. Als noch schlimmer taxiert der Experte die langfristige Beschädigung des menschlichen Erbguts.

Der 66-jährige Arzt Martin Walter, der in Grenchen eine Praxis für innere Medizin betreibt, hatte 1991 während eines Monats als Spitalarzt in der Ukraine gearbeitet.
 
Von 1988 bis 1990 war er Präsident der “Ärztinnen und Ärzte für soziale Verantwortung und zur Verhütung eines Atomkrieges” (PSR/IPPNW Schweiz). In dieser Funktion war er federführend im Komitee der beiden Anti-Atominitiativen “Strom ohne Atom (SoA)” und für ein Moratorium für den Bau von Atomkraftwerken. Letztere wurde im Herbst 1990 vom Schweizer Stimmvolk angenommen.

swissinfo.ch: Die japanische AKW-Betreiberfirma und auch die Regierung geraten wegen ihrer spärlichen Informationen immer stärker unter Druck. Gefährden sie dadurch das Leben von Landsleuten?
Martin Walter: Nicht, was die akute Strahlenkrankheit betrifft. Ausserhalb der Kraftwerkanlage sind die Dosen zumindest bisher nicht so hoch, dass es zu akuter Strahlenkrankheit kommen kann. Auf der nördlichen Hemisphäre wird sicher niemand an einer solchen sterben.
 
Anders sieht es für die Menschen aus, die auf dem Gelände versuchen, die Reaktoren zu kühlen. Ich hoffe, dass sie mit Dosimetern ausgestattet sind.
 
Wer aber ungenügend informiert oder die Gefahr verharmlost, macht einen grundsätzlichen Fehler, weil die Beziehung der Strahlendosis zur Wirkung ab dem Nullpunkt linear verläuft. Es gibt also keine unbedenkliche Strahlendosis. Selbst noch so geringe Dosen lösen zusätzliche Krebsfälle aus, an denen Menschen sterben können, etwa an Brust- oder Dickdarmkrebs.
 
Japan wird mit Sicherheit viele, viele zusätzliche Krebstote haben, selbst wenn es nicht zu einer vollständigen Reaktorschmelze kommen sollte.

swissinfo.ch: Experten bezeichnen die beiden Tage heute und morgen als letzte Chance, was die Kühlung der Reaktoren betrifft. Andernfalls drohe eine Kernschmelze. Ist die Angst, die Menschen über Japan hinaus in der ganzen Welt haben, berechtigt?
M.W.: Ja, wegen der erwähnten zusätzlichen Krebsfälle. In Tschernobyl waren auch nicht viele Menschen an akuter Strahlenkrankheit gestorben, sondern später beispielsweise an einem Krebs, der von der Katastrophe produziert worden war.
 
Viel schwerwiegender als diese zusätzlichen Krebserkrankungen sind aber die Auswirkungen auf das menschliche Genom, und zwar über Generationen hinweg. Jüngste Forschungen zeigen, dass selbst kleine Strahlendosen transgenerationelle Effekte haben können.
 
Kinder von Mitarbeitern der Wiederaufbereitungsanlage Sellafield in Grossbritannien entwickeln in ihrem Leben zusätzliche Leukämien. Dies in Abhängigkeit von den Strahlendosen ihrer Väter und ohne dass sie selbst je Strahlung ausgesetzt waren. Mit den Unfällen in der Atomtechnologie, aber auch dem Normaleinsatz, sind wir daran, Schaden am menschlichen Erbgut wie auch an demjenigen von Pflanzen und Tieren anzurichten.
 
Aufgrund dieser Fakten ist es also eher eine ethische Frage, ob wir uns  diese Technologie leisten können oder nicht.

swissinfo.ch: Bei Verstrahlung treten die Isotope Jod 131, Cäsium 137, Xenon 133, Krypton 85 sowie Strontium und Plutonium 239 aus. Alle sind gefährlich, welche aber besonders?
M.W.: Die Gefährlichkeit hängt vor allem von der Halbwertszeit ab. Bei Jod ist die Aktivität nach acht Tagen praktisch bei Null. Es würde also keinen Sinn machen, Kindern in der Schweiz Jodtabletten zu verabreichen. Bei Älteren wäre dies sogar kontraproduktiv.
 
Das Risiko einer Cäsium-Verseuchung durch eine Wolke, die von Japan zu uns verfrachtet wird, ist verschwindend gering, trotz einer Halbwertszeit von 30 Jahren. Eine einmalige Cäsium-Dosis baut der Körper innerhalb weniger Monate wieder ab, weil diese Substanz im Stoffwechsel des Menschen gleich behandelt wird wie Kalium.
 
Erhält der Mensch eine Ladung Strontium, hat er dies für den Rest seines Lebens. Die Wirkung hängt dabei von der Halbwertszeit des Isotops ab. Strontium wird wie Kalzium in Knochen fixiert, wo es praktisch nicht mehr eliminiert wird und das Knochenmark einer Dauerbelastung von Betastrahlen aussetzt. Da Kinder noch wenig Fett im Knochenmark haben, ist das Risiko einer späteren Leukämie höher als bei Erwachsenen.
 
Bei Plutonium, das der Körper praktisch nicht mehr abbauen kann, braucht es nur eine sehr geringe Dosis, um eine Krebserkrankung auszulösen.

swissinfo.ch: Gibt es Erfahrungen aus Tschernobyl über die Chancen der medizinischen Behandlungen von Kindern?
M.W.: Unter Normalbedingungen kommt Schilddrüsenkrebs bei Kindern praktisch nicht vor. In der Ukraine gab es vor der Katastrophe etwa drei Fälle pro 50 Mio. Einwohner pro Jahr. Nach der Katastrophe kam es zu einer Epidemie mit 1500 Fällen, in denen Kinder an Schilddrüsenkrebs erkrankten. Einzelne Quellen sprechen gar von bis zu 4000 Fällen.
 
Solche Zahlen hatte man noch nie zuvor beobachten können. Verantwortlich dafür war das Jod 131. Hätten die Behörden den Kindern sofort nach der Katastrophe Jod-Tabletten abgegeben, hätte man diese Epidemie verhindern können. Eine damalige akute Strahlenerkrankung von Kindern ist mir aber nicht bekannt.
 
Gegen die Verseuchung mit Cäsium, das Kinder wie Erwachsene in der Ukraine durch die Nahrung aufnahmen und immer noch aufnehmen, werden ihnen Tabletten mit Apfelpektinen abgegeben. Diese senken den Cäsiumgehalt im Körper, auch wenn weiter Cäsium aufgenommen wird.

swissinfo.ch: Es ist wie eine böse Ironie der Geschichte, dass Japan als einziges Land, das von Atombomben versehrt worden war, jetzt auch von Reaktor-Katastrophen dieses Ausmasses betroffen ist. Können damalige Erfahrungen über die medizinische Bewältigung heute von Nutzen sein?
M.W.: Nein, denn damals waren gar keine spezifischen Behandlungen möglich gewesen. Zudem ist die Strahlenwirkung unterschiedlich. Israelische Forscher haben Kinder untersucht, welche verstrahlte Väter vor und nach den Bombenabwürfen von Hiroshima und Nagasaki respektive vor und nach der Katastrophe von Tschernobyl gezeugt hatten. Sie stellten fest, dass Kinder, die nach dem Atombombeneinsatz gezeugt worden waren, keinerlei Veränderungen des Genoms aufwiesen.
 
Dagegen ist bei Kindern von Vätern, die in Tschernobyl als Liquidatoren gearbeitet hatten und die nach deren Einsatz gezeugt worden waren, eine hohe Anzahl an Änderungen in einem bestimmten Anteil des Genoms (Minisatelliten-Genom) auf. Genetisch gesehen ist der AKW-Unfall der gravierendere Fall.

日本のみならず世界中でがんのリスクが増すと考えられる。しかし

、それ以上に深刻な問題は世代を越えた遺伝的な損傷だという。

マルティン・ヴァルター氏 ( 66歳 ) はソロトゥルン州グレンヒェン ( Grenchen ) の内科開業医だ。1991年に1カ月間ウクライナの病院で働いた経験も持つ。

また1988年から2年間、核戦争防止国際医師会議スイス支部 ( PSR/IPPNW Schweiz ) の支部長を務め、「核を使わない電力 ( SoA ) 」運動や原発建設に猶予期間を求める運動などの委員会で中心的な役割を果たした。この原発建設の猶予期間については、1990年秋の国民投票で認可されている。

swissinfo.ch : 東京電力さらには日本政府の不十分な情報開示に対し批判の声が高まっています。正確な情報が伝えられないことで日本国民の命が危険にさらされているということはありますか。
ヴァルター : それはない。急性被曝は免れている。少なくともこれまでのところ ( 17日現在 ) 原子力発電所の敷地外では放射線量がさほど多くなく、急性被曝には至らない。北半球の住人が急性被曝で死亡することはない。しかし、原発内で原子炉の冷却作業をしている作業員たちを取り巻く環境は別だ。どうか線量計を装着していてほしい。
ただ、情報伝達が不十分だったり危険を軽視したりすると大きな誤りを犯すことになる。吸収線量と人体への影響は正比例の関係にあるからだ。つまり、心配のいらない吸収線量というものはない。わずかな摂取でもがんを引き起こし、乳がんや大腸がんなどから死に至ることもある。
今後日本では確実にがん死亡率が高まるだろう。たとえ完全な炉心 溶融に至らなかったとしてもだ。

swissinfo.ch : 専門家によれば3月17日と18日の2日間が原子炉冷却の鍵を握る最後のチャンスとされ、成功しなければ炉心溶融が決定的になるとのことでした。世界が日本に対して抱く不安は当然のものですか。
ヴァルター : 当然だ。先述したがんの増加を恐れてのことだ。例えば、チェルノブイリでも急性被曝で死亡した人は多くなかったが、事故後にがんで多くの人たちが亡くなった。
しかし、がんのリスクの増加以上にもっと深刻な問題は遺伝子への影響だ。それも世代を越えた影響だ。最新の研究では、少量の吸収 線量でも継代的な影響がありうることが分かっている。

イギリスにあるセラフィールド ( Sellafield ) の使用済核燃料の再処理工場に勤務する人たちの子どもには白血病のリスクが高い。これは父親の吸収線量と関係があり、子どもたち自身は放射線にさらされていない。原発事故だけでなくこうした通常の場合でも、人間ならび動植物の遺伝子に損傷が発生する。こうした事実を知った上で、あえて原子力に頼るかどうかはむしろ倫理 的な問題だ。

swissinfo.ch : 放射能汚染では放射性同位体のヨウ素131、セシウム137、キセノン133、クリプトン85ならびにストロンチウム、プルトニウム239が漏出します。どれも危険ですが、特に危険なものはどれですか。
ヴァルター : まず、危険度は半減期によって変わってくる。ヨウ素は8日間でほぼゼロになる。つまり、スイスの子どもたちにヨウ素剤を与えても意味がないと言える。さらに大人が服用すると逆 効果になりかねない。

セシウムの半減期は30年なのでセシウム汚染は日本からスイスにまで行き渡るが、スイスでの危険度はごくわずかだ。セシウムはカリウムのように体内で代謝されるため、一回限りの摂取なら数カ月後にはなくなる。
ストロンチウムは体内に蓄積され、死ぬまで残る。ここでも人体への影響は半減期に左右される。ストロンチウムはカルシウムのように骨に蓄積されるため消えることはなく、骨髄は絶えずβ線の影響を受けることになる。子どもの骨髄は脂肪が少ないため、のちのち白血病になるリスクが大人よりも高い。
プルトニウムは一度体内に入ったら決して消えない。ごく微量の摂 取でもがんを引き起こす。

swissinfo.ch : チェルノブイリの場合、子どもへの医療行為はどの程度可能でしたか。
ヴァルター : 普通なら子どもが甲状腺がんにかかることはない。事故前のウクライナでは住民5000万人に対し年間3人ほどだった。しかし、事故後1500人の子どもが甲状腺がんを患った。4000人という話もある。

それまでこうしたことはなかった。これはヨウ素131の影響だった。もし事故直後に政府が子どもたちに安定ヨウ素剤を与えていれば避けられただろう。当時の子どもたちに急性被曝があったとは思えない。
セシウムに関しては、ウクライナでは大人も子どもも食品から摂取している。それは今も変わらない。これに対してはりんごペクチン剤が服用されている。りんごペクチンは体内のセシウムの量を減らし、継続的なセシウムの摂取に対しても有効に働く。

swissinfo.ch : 原爆を経験した唯一の国である日本が今また大規模な原発事故に見舞われているというのはある意味ひどい皮肉のようです。当時の医療的な経験は今回の役に立ちますか。
ヴァルター : それはないだろう。当時は特別な治療を施すことがまったくできなかった。その上、被曝の影響は異なる。広島と長崎で被曝した父親を持つ子どもたちとチェルノブイリで被曝した父 親を持つ子どもたちをイスラエルの研究者たちが調査した。その結果、父親が原爆で被曝した後に生まれた子どもたちには遺伝子の変異がまったく見られなかったことが分かった。
それに対し、チェルノブイリの事故後に解体作業者として入った父親から被曝後に生まれた子どもたちには一定の割合の遺伝子 ( ミニサテライトDNA ) に相当数の変異が見られた。遺伝的な視点で見ると、今回の福島第

一原発の事故は深刻なケースだ。

Actually, nothing has progressed in the plant since 2011. We still don't even know what is going on inside. They must keep cooling the crippled reactors by water, but additionally groundwater keeps flowing into the reactor buildings from the broken parts. This is why highly contaminated water is always produced more than it can circulate. Tepco is planning to officially discharge this water to the Pacific but Tritium is still remaining in it. They dilute this with seawater so that it is legally safe, but scientifically the same amount of radioactive tritium is contained. They say it is safe to discharge, but none of them have drunk it.
