HCR, an NPO in Minamisoma reported what’s behind the beautiful story about Fukushima. This is the reality.

おばあちゃんは、耳元で、3度、そう言った。

Old woman said that beside my year, 3 times.

自分の旦那を、殺したい、と語ったのだ。

She told me she wants to kill her husband.

飯舘村。全村避難が完了した、ということになっている、

Iidatemura. All the citizens were supposed to have evacuated.

その地で、住み続けている老夫婦がいる。

yet this old couple are still living here.

かつて持っていた田2町部、畑6反、肉牛20頭を、

They used to have 2 rice fields, 6 farms, and 20 cattle,

すべて核に汚染され、仕事も生活の糧も失い、

but had them all contaminated by nuclear, lost their jobs, food,

交通手段もないため東京電力からの一時金を引き出しに

They don’t even have public transportation, so

銀行に行くこともできないまま。

they can’t even go to the bank to withdraw temporary compensation from Tepco.

 

今年2度目になる定期巡回で、またそこを訪れた。

We constantly visit them and it was the second time to visit around the town.

今日はドイツのテレビ局のクルー2名も伴い。

This time, 2 staff from German TV company were with us.

これで何度目の訪問になるだろう。

I don’t know how many times I visited this house.

 

玄関前の空間線量率2.48μSv/h。

2.48 microSv/h in front of the gate.

その玄関をくぐると、排泄物の臭気が鼻孔をつく。

Opening the door, strong smell of body waste.

これは、初めて訪れた日から、強烈な印象として、

五感に焼き付いている。

can’t forget this atmosphere.

 

病気で足腰が悪く、要介護であるそのおばあちゃんを、

She can’t stand up because of disease, needs nursery care,

旦那が介護している、という建前になっている。

her husband is supposed to look after her.

 

その旦那は、

自分でトイレに行くことができず、

失禁してしまうおばあちゃんの下の世話もしていて、

三度の食事の面倒も見ている、という建前になっている。

He is supposed to look after her going to the toilet, helping her have food.

自ら、何度も、我々に、そう語っていた。

He told us that so many times.

 

だが現実は違う。

but it’s not the truth.

 

旦那は、おばあちゃんが失禁する度に、

Every time she has incontinente,

あるいはそれに関わらず、

or even when she doesn’t,

おばあちゃんをひどく折檻する。

He terribly abuses her.

食事も、ろくに与えていない。

He doesn’t even give her food.

 

本人の目の前で「もうこの婆さんは1年もたないから」と

This old woman won’t live longer than a year

平気で口にするなど、

He tells that in front of her

おばあちゃんを認知症のように扱うが、

as if she was demented

おばあちゃんの言葉は、実は、完全にはボケてはいない。

but she is not actually demented.

 

今までの何度かの訪問でも、

We have visited them a couple of times.

おばあちゃんは我々に、ほんの時折、そのことを訴えていた。

She took some chances to tell us that in our visit.

旦那の目を、盗みながら。

Stealing the chance from her husband.

その声は、今にも消え入りそうに小さく、弱いものだが、

Her voice was almost disappearing, very weak, but

訪問を重ねるたびに、眼差しは壮絶なものへと変わっていった。

her eyes are getting serious more and more every time we visit them.

 

我々にできることは何か。

What can we do ?

いつも頭を抱えてきた。

We always thought of that.

でも情けないことに、

but depressingly,

定期的に訪れ、監視の目を光らせるしか、

できない無力さ。

The only thing we could do is to constantly visit them to check.

 

支援物資の尿漏れパッドは、

訪れるたびに大量に置いてくる。

We leave tons of diaper donated every time we visit.

だけれども、毎日の生活の中で、

それはあっという間になくなってしまう。

but they soon run out of stock in daily life.

 

そしてもはや、旦那側に、暴力への理由づけすら、

Now the husband doesn’t even have reasons to abuse her.

今はなくなってしまっている。

「失禁したから折檻する」というのではもうない。

It’s not even the punishment for her having incontinente.

 

こたつを囲み、わたしはおばあちゃんの隣へ。

We surrounded the table. I sat next to her.

ドイツのテレビ局クルーは、

口の重いおばあちゃんを片隅に、

積極的に話してくれる旦那にインタビューし、

interviewed the eloquent husband.

その「献身的な」姿に感動さえしていた。

They were even impressed by his “self-devoting” love.

 

だけど、その「片隅」で、わたしは、

Beside them,

小声のおばあちゃんの話を、ずっと聞いていた。

I was listening to her weak voice.

 

靴がうまく脱げず、最後に玄関をくぐったわたしは、

Last time I came here, I took time to take off my shoes at the gate,

唯一、旦那に聞こえない場所で、

「殺してやりたい」という壮絶な声を聞いたからだ。

おばあちゃんはこたつを囲んでから、

小声でわたしの耳元に、ずっと話し続けていた。

she kept talking to me with low voice

その声は、それでも少なからず、

旦那の耳に入ってしまっていただろう。

Her husband must have eavesdropped us.

ものすごく不審な挙動で、旦那はこちらを気にしていた。

He kept paying attention to us in the very unnatural way.

 

おばあちゃんは言っていた。

She told me

 

いつも、いつも、いつも、暴力を受けている、と。

I’m abused, all the time. All, all the time.

我々が訪れた時にだけ、顔色を一変させるのだ、と。

Only when we visit them, he changes his attitude.

もう耐えられない、殺してやりたい、と。

She told me she can’t take it, she wants to kill him.

あの男には、絶対にバチが当たるよね?そうだよね?と。

He will be punished when he’s dead, won’t he ? right ?

恐怖のあまりにか、初めて出会ったときから、

どんどん小さくなってしまった目を、涙で潤ませ。

As she said, she kept tears in her tiny eyes.

 

飯舘の役場の人は、震災以来4回ここを訪れ、

Officials from Iidate town hall visited them for 4 times since 311,

その度に旦那の暴力のことをこっそりと訴え続けてきたと。

She kept telling them about her husband’s abusing secretly

だから、いつかここから救い出してくれると信じている、と。

believing they will rescue her one day.

 

だが現実は、「見殺し」だ。

However, in reality, they neglected her.

役場は、何もしてこなかった。

They have never done anything.

そして恥じ入るべきことに、我々も、

What depresses us is

まさに、同罪を、犯してきたようなものだ。

We have been neglecting her like them too.

我々とて、殆どなにもできなかったのだから。

because we couldn’t do anything for her either.

 

今日のおばあちゃんは、

Today she

あまりにも旦那に対して無防備に、

was really eager to tell me for help

わたしに窮状を訴えた。

despite of the potential revenge of her husband.

こんなことは初めてだった。

She hasn’t been like this ever before.

 

いつも旦那の目や耳を非常に注意深くかいくぐり、

She was always careful to steal the chance from her husband

我々に一言二言、漏らす程度だった。

She managed to tell us only one or two words.

 

後で殴られるのが恐ろしいからだ。

Because she was scared of being punched by him later.

 

だが今日、その危険を顧みず、

Yet regardless of the risk,

ものすごく大きなリスクを冒し、

彼女は切々と、語った。

she dared to tell us the truth.

そして「殺してやりたい」と言った。

and she said, she wants to kill him.

壮絶すぎて頭が真っ白になった。

My head went blank.

 

事務所に戻り、我々は決断した。

coming back to the office, we made up our mind.

もう介入しないわけにはいかない、と。

We must take some action.

そうでなければ、時間の問題、かもしれない。

or it would be only the matter of time that she’s killed.

いまこうしている間にも、

Even when we are thinking about this.

おばあちゃんへの折檻は続いているだろうし、

She must be abused,

それは日に日にエスカレートしているだろうから。

and it’s becoming worse and worse.

 

21:25

HCR代表より、まず110番通報し、飯舘村の管轄を調べた。

We called police to know the department for Iidatemura.

南相馬の警察が管轄だとわかり、

They told us it’s Minamisoma police.

そしてその担当者は事情を聞き、

The staff listened to us

すべて南相馬の警察に内容を伝えてくれると言った。

he told us he will report everything to Minamisoma police.

 

21:35

震災・事故を受け、主幹機能を移転した

飯舘村役場(福島市の飯野にある)の宿直室へ電話。

応答なし。

Ten minutes later, we called town hall of Iidatemura.

No answer.

 

21:30

行政による被災者臨時雇用によって成り立っている

地元のパトロール隊の宿直室へ電話。応答なし。

Government has built a patrol team, consist of temporary staff, who are the disaster victims.

Called them.

No answer.

 

21:40

飯舘村役場(形式的に残っている)の宿直室に電話。

Called the former office of Iidatemura town hall.

担当者につながる。

Got answer.

当該世帯の住所・氏名を伝え、

told them the name and the address,

起きていることを伝えた。

and said she is being abused.

既に彼らは知っているはずのことだが、

They should have known that already.

角を立てても逆効果なので、素知らぬふりをして。

but we kept talking as if we don’t know that they already know it.

 

固有名詞を出した途端、

Once we mentioned her name,

担当者の声色が変わった。

his tone of voice changed.

 

やはり、知っていたのだ。

He knew that.

 

警察に伝えたのと同様に、訴えた。

We told them,

非常に危険な状態だから、監視の目を光らせて欲しい、と。

She might be killed. We need to pay much attention to her,

だが、おばあちゃんを保護する瞬間までは、

but please be careful until they actually save her in shelter.

どうか慎重に動いてほしい、と。

そうでなければ、おばあちゃんは口外したことを責められ、

Otherwise, she would be abused for telling the truth to others.

またひどい暴力をふるわれるから、と。

 

警察も役場も、現実には、殆ど何もしてくれないだろう。

Police, town hall, they won’t do anything

実際に取り返しのつかなくなることが起きるまでは。

until something really happens.

 

介入する、ということは、

If they really try to take some legal action,

「誰も住んでいない」ことになっている村の奥地で、

人が住んでいる、ということを、

今になって認めなければいけないのだから。

it means they admit that some people are still living where nobody is supposed to live.

そしてそこで許されない惨事が、

起きているということも。

It also means, they admit the tragedy is on-going

そしてそれを以前から、知っていたということも。

and they knew it since before.

 

頭がおかしくなりそうな憤りの中にあるが、

I’m almost going mad.

我々とて、毎日そこを訪れ、監視することはできない。

However, even we can’t visit there everyday to protect her.

どうすればいいのかわからない。

I don’t know what to do.

だけれども、全力を、尽くす。

but we will do our best.

可能な限り頻繁に訪れ、監視の目を光らせる。

We will visit as much as we can, to put the husband under surveillance.

警察や役場とも情報を共有しながら。

Sharing information with police and town hall.

福島という県の山奥にある、飯舘という村で、

this village, far in the mountain.

今、起きていて、そして闇に葬られようとしている、

It’s on-going, and being neglected.

あまりにもおぞましい犯罪を、

許してはいけない。だからこれを書いた。

We mustn’t let it happend. That’s why I wrote this.

遠く広く、語り継がれることを祈り。

La vie dans les 20 kms

 

Le HCR, une ONG de Minamisoma raconte ce qu’il y a derrière la magnifique histoire de Fukushima. C’est la réalité.

<Citation>
“Je voudrais le tuer.” Une vieille femme m’a dit ça trois fois cette année, 3 fois. Elle m’a dit qu’elle voulait tuer son mari.

Iidate mura. Tous les gens sont soi-disant évacués. Ce vieux couple vit pourtant toujours là.
Ils avaient 2 plantations de riz, 6 fermes et 20 vaches mais tout est contaminé par le nucléaire, ils ont perdu leur travail, leur nourriture, ils n’ont même plus de transports publics alors ils ne peuvent même plus aller à la banque retirer les indemnisations provisoires de Tepco.

On leur rend toujours visite et c’était la deuxième fois qu’on allait autour du village. Cette fois-ci il y avait 2 personnes d’une télévision allemande avec nous. Je ne sais plus combien de fois je me suis rendu dans cette maison.

2,48 µSv/h en face de l’entrée. On ouvre la porte, une forte odeur de déjections humaines. je ne peux pas oublier cette ambiance.

Elle ne peut pas se lever à cause de la maladie, elle a besoin de soins, son mari est supposé s’occuper d’elle. Il est supposé l’accompagner aux toilettes, l’aider à manger. Il nous l’a tellement répété mais c’est faux. Chaque fois qu’elle est incontinente et même sinon, il la maltraite terriblement. Il ne lui donne même pas à manger. Cette vieille dame de vivra pas un an. Il le dit devant elle comme si elle était folle mais elle n’est pas folle.

Nous sommes allés les voir une paire de fois. Elle a profité des quelques chances de nous dire ceci pendant notre visite. Voler ces chances à son mari. Sa voix était pratiquement éteinte, très faible, mais ses yeux devenaient de plus en plus graves à chaque visite.

Que pouvions-nous faire ? On se le demandait toujours mais, de façon déprimante, la seule chose que nous puissions faire était d’aller tout le temps les voir pour contrôler. On laissait des tonnes de couches à chaque visite mais la pénurie a été rapide pour eux dans la vie de tous les jours. Maintenant son mari n’a même plus de raison pour la maltraiter. Il n’a même plus le prétexte de ses incontinences.

On a fait le tour de la table. Je me suis assis à côté d’elle. L’équipe TV allemande, ignorant la vieille femme, a interviewé le mari éloquent. Ils étaient même impressionnés par son amour “tout dévoué”. A côté d’eux, je l’écoutait de sa faible voix.

La dernière fois que j’y suis allé, j’ai pris le temps d’enlever mes chaussures à l’entrée et ensuite de l’écouter, volant une chance pour elle, pour qu’elle puisse dire “je veux le tuer.” En faisant le tour de la table, elle a continué à me parler à voix basse. Son mari a du vouloir nous passer par la fenêtre. Il nous scrutait d’une façon très inhabituelle.

Elle m’a dit “Il me maltraite tout le temps. Il ne change d’attitude que lorsque vous venez”. Elle m’a dit qu’elle ne le supportait plus, qu’elle voulait le tuer. Il sera puni après sa mort, n’est-ce pas ? Vrai ? Tout en parlant, il y avait des larmes dans ses petits yeux.

Des représentants de la mairie d’Iidate sont venus les voir 4 fois depuis le 11-3, elle continue de leur dire que son mari la maltraite en secret en espérant qu’ils lui viennent un jour en aide. En réalité, ils la négligent. Ils n’ont jamais rien fait. Ce qui nous déprime, c’est qu’on la néglige nous aussi parce qu’on ne peut rien pour elle nous non plus.

Aujourd’hui elle était vraiment irritée en me demandant de l’aide malgré la vengeance probable de son mari. Elle n’était pas comme ça jusque-là. Elle était toujours attentive à la moindre chance que son mari pouvait laisser échapper. Elle n’a réussi à nous glisser qu’un ou deux mots parce qu’elle avait peur des représailles ensuite. Sans tenir compte des risques, elle a quand même osé nous dire la vérité et qu’elle veut le tuer. J’ai pâli.

De retour au bureau, on a réfléchi. On devait faire quelque chose ou son assassinat ne serait qu’une question de temps. Même au moment où on pense à elle elle est maltraitée et ça évolue de pire en pire.

On a appelé la police pour connaître le commissariat d’Iidate-mura. Ils nous ont dit que c’est la police de Minami-soma. Il nous a écouté, il nous a dit qu’il allait tout signaler à la police de Minamisoma.

Dix minutes plus tard, on appelle la mairie d’Iidatemura.
Pas de réponse.
21:30
Le gouvernement a monté une équipe de patrouille, avec des temporaires qui sont des victimes de la catastrophe.
On les appelle.
Pas de réponse.
21:40
On appelle l’ancien bureau de la mairie d’Iidate-mura. Ça répond.
On leur donne le nom et l’adresse en disant qu’elle est maltraitée. Ils doivent déjà le savoir mais on a fait comme si on ne savait pas qu’ils le savent déjà.  Quand on a donné son nom, la voix a changé. Il le savait. On lui a dit qu’il allait la tuer, qu’on doit faire très attention à elle mais, s’il vous plait, soyez très prudents jusqu’à ce que vous la placiez dans un hospice sinon elle va être maltraitée pour avoir dit la vérité à d’autres.

La police, la mairie, ils ne feront rien tant qu’il ne se passera pas vraiment quelque chose. S’ils essayent vraiment d’intenter une action légale, ce serait admettre que certaines personnes vivent toujours là où il est supposé n’y avoir personne. Ça signifie aussi qu’ils admettent la tragédie en cours et qu’ils la connaissaient avant.
Je pète pratiquement les plombs. On ne peut cependant pas passer les voir tous les jours pour la protéger. Je ne sais quoi faire mais on va faire de notre mieux. On va y aller aussi souvent que possible, pour surveiller son mari, partager les informations avec la police et la mairie.

150 000 000 personnes vivent dans ce comté, au Japon. Le séisme et l’accident nucléaire ont frappé ce village du grand nord, loin dans la montagne. Ça continue et ils sont ignorés. On ne peut pas laisser faire ça. C’est pour ça que je l’écris en priant pour que ce soit entendu et répété.

I am the writer of this website. About page remains in 2014. This is because my memory about 311 was clearer than now, 2023, and I think it can have a historical value. Now I'm living in Romania with 3 cats as an independent data scientist.
Actually, nothing has progressed in the plant since 2011. We still don't even know what is going on inside. They must keep cooling the crippled reactors by water, but additionally groundwater keeps flowing into the reactor buildings from the broken parts. This is why highly contaminated water is always produced more than it can circulate. Tepco is planning to officially discharge this water to the Pacific but Tritium is still remaining in it. They dilute this with seawater so that it is legally safe, but scientifically the same amount of radioactive tritium is contained. They say it is safe to discharge, but none of them have drunk it.
