Following up this article..Blue light observed near reactor 4
Radiation level picked up in Tokyo and Kanagawa after 20:00 4/13/2012, when the blue light was observed. It went down gradually but it picked up again toward 4/14/2012.
モニタリングポストの線量が、4/13 20:00以降、神奈川と東京で上昇しました。4号機脇でJNNライブカメラが青い光を捉えたのはおよそ19:45 4/13です。 その後線量は徐々に低下しましたが、4/14に再び上昇。当日の天気は雨でした。

I would say that fuel is fissioning like in a reactor but without the reactor, making deadly fallout GO INTO JAPANS AIR from the spent fuel that has plutonium in it.
Prompt criticality = release of neutrons = blue light. See Wikipedia.

Time to evacuate most of Japan … this will only get worse … much worse.
Yes I’m suprised everything wasnt’ quarrentined and people decontaminated and evacuated.
Instead US recommends they COOL IT WITH SEAWATER.
Also those plutonium rods are ex-military.
Its dissappointing how politicians are trying to ‘talk’ themselves out of bring irradiated.
And the UN isn’t helping at all.
This plant has been having problems for years, not to mention built ontop of a faltline…
